Australian dormitory tenders rarely fail on price. They fail on paperwork. When a student accommodation operator, a hostel group or a corrections authority asks for steel bunk beds, the first question is almost never "how much". It is whether the bed already carries AS/NZS 4220:2010, or whether every container has to be sent back to a test laboratory at the buyer's expense.
Zehao's B2401 bunk bed is already tested. TUV SUD Certification and Testing (China) issued report 70.404.24.11578.01 on 1 August 2024 against model B2401, and the bed passed both AS/NZS 4220:2010 and AS/NZS 4220:1994 (Trade Practices Act 1974 — Consumer Protection Notice No. 1 of 2003, Consumer Product Safety Standard Bunk Beds).

Two standards, two passes
Most suppliers quote only one of the two Australian standards, because the 2010 edition is the one procurement officers name in the tender document. The 1994 edition still sits inside the Consumer Product Safety Standard for bunk beds, and inspectors check it. B2401 was tested against both on the same sample, so the compliance file does not need a second round of testing.
What the laboratory actually measured
These are the numbers an Australian compliance officer reads first, taken straight from the report.
- Guardrail height: vertical distance from the top of the guardrail to the mattress base measured 260 mm (clause 6.4.2 d).
- Guardrail opening width: minimum 300 mm, maximum 400 mm up to the minimum guardrail height — wide enough to vent, narrow enough to stop a mattress being pushed out.
- Ladder and frame gaps: a 60 mm probe passes; a 95 mm probe is permitted more than 600 mm above the floor under 100 N force.
- Guardrail to bed end: a 230 mm probe is allowed up to 400 mm above the mattress base.
- Large gap test: 360 mm between guardrail top and mattress base, with a 350 mm bed opening width — both passed.
- Entrapment hazard: 230 mm, 60 mm, 95 mm, 12 mm and 30 mm probes all passed clause 7.1.
- Coating chemistry (AS/NZS ISO 8124.3:2021 Amdt 1:2023): soluble lead, cadmium, chromium, mercury, selenium and arsenic all came back Not Detected. Soluble barium measured 317 mg/kg against a 1000 mg/kg limit.
- Loads: static and impact load on guardrails and treads — passed.
Marking — the part importers forget
Test compliance is only half of an Australian import file. Clause 9 of AS/NZS 4220:1994 requires an imported bunk bed to carry the country of origin and the Australian distributor's name and address. Clause 6.4.2 (c) and (d) add a second one: where the upper-bed guardrail sits less than 360 mm above the mattress base, the bed must carry a distinct MAX. MATTRESS HEIGHT mark on at least one side or end. B2401 is supplied with both labels already applied, and the report records the marking as provided. That is the difference between a bed that clears inspection on day one and a container held at the wharf.
The B2401 bunk bed
The tested unit is a single-deck steel bunk bed that also assembles as a two-tier unit. Assembly instructions are issued under code 24349 & 24350, covering four configurations — Mode 1-A, Mode 1-B, Mode 2-A and Mode 2-B — so one bed covers a student room, a hostel room and a staff accommodation room from the same shipment.
| Assembly hardware | Quantity per bed |
|---|---|
| Bolt M6×16 / M6×45 / M6×70 mm | 32 / 16 / 22 |
| Bolt M8×50 / M8×18 / M6×18 mm | 16 / 16 / 6 |
| M8 connection bolts / M6 washers | 27 / 55 |
| Allen keys no.4 / no.5 and spare washers | 2 / 2 each |
| Suggested maximum mattress height | 150 mm |
Two installation rules come with the bed and belong in every site handover pack: the upper bunk must sit more than 2 m below any ceiling fan, and top bunks are not recommended for children under nine. The manual states the fall-injury risk as ten times higher for 7–8 year olds, seven times for 9–10 year olds and three times for 11–12 year olds compared with a non-elevated bed.

Flat-pack export packing and container loading
B2401 ships as a knocked-down kit — welded steel sections, bolt-on fittings, a hardware bag per bed — so a 40HQ carries the volume a project needs without breaking the container weight limit. Every carton is labelled with the PO number, the bed code and the assembly mode. Our container loading plan gives the per-20GP and per-40HQ bed counts for the exact model you order.

Ordering, MOQ and lead time
Zehao is a steel bunk bed manufacturer, not a trading company — the beds are welded, powder coated and packed in our own plant in Tianjin, which is why the AS/NZS 4220 test could be run on a production model rather than a hand-built sample.
- MOQ: 50 sets per model and colour.
- Lead time: 25–35 days after drawing approval and deposit.
- Certification set: AS/NZS 4220:2010 for Australia, EN 747-1:2024 for Europe, EN 1725:2023 for single beds, plus CE, ISO 9001 and SGS 200 kg load testing — see our certifications page.
- OEM and ODM: RAL colour, bed code, logo, barcoding and project labelling on request.
- Delivery terms: FOB Tianjin, or CIF to the nominated Australian port.
If the tender specifies AS/NZS 4220 and the beds also have to clear a European site standard, start with the B2401 file rather than commissioning a new test — the Southeast Asia dormitory reference and the Africa institutional supply record cover the same platform in two very different building codes.
Questions Australian buyers ask about the AS/NZS 4220:2010 certificate
Is the AS/NZS 4220:2010 certificate real, or just a marketing claim?
It is a TUV SUD test report, number 70.404.24.11578.01, issued on 1 August 2024 by TUV SUD Certification and Testing (China) Shanghai Branch. Sample B2401 was received on 27 June 2024 and tested through 1 August 2024, and both test items closed with a Pass. The eleven pages are shown in this article — ask us for the PDF and we will email the full document, or have your compliance team verify the report number directly with TUV SUD.
What exactly does the certificate cover?
Two Australian standards on one sample. Test item 1 is AS/NZS 4220:2010 bunk beds and other elevated beds; test item 2 is AS/NZS 4220:1994 as written into the Consumer Product Safety Standard for bunk beds. The laboratory measured the guardrail height — a minimum 260 mm from the top of the mattress to the top of the guardrail, so a child cannot roll out over the rail — plus the opening and gap limits that stop a child's head or limbs getting trapped between the rails and the frame (guardrail opening width 300–400 mm, ladder and frame gaps 60 mm and 95 mm probes, entrapment 230/60/95/12/30 mm probes). It also covered static and impact loads, and coating chemistry to AS/NZS ISO 8124.3:2021 — lead, cadmium, chromium, mercury, selenium and arsenic all Not Detected, barium 317 mg/kg against a 1000 mg/kg limit.
How do I check the certificate is valid and matches this bed?
The report is dated 1 August 2024 and names model B2401 at L2012 × W995 × H1710 mm, 42.7 kg, with TUV SUD's signature page. Confirm the report number with TUV SUD, or match the certificate against the marking on your delivered beds — the label and the MAX. MATTRESS HEIGHT mark are both recorded in the report, so the bed on your dock is the same bed that was tested.
Which Australian standard does this certificate meet?
Both, on the same sample. Test item 1 is AS/NZS 4220:2010 bunk beds and other elevated beds — Pass. Test item 2 is AS/NZS 4220:1994 bunk beds as per the variations in the Trade Practices Act 1974 — Pass. The 1994 edition matters because it is the version written into the mandatory Consumer Product Safety Standard for bunk beds, and that is the version an inspector checks against.
Does the certificate cover the marking and labelling my Australian import needs?
Yes. Clause 9 requires the country of origin and the Australian distributor's name and address on the bed, and clause 6.4.2 requires a MAX. MATTRESS HEIGHT mark where the upper guardrail sits under 360 mm above the mattress base. The report records both as provided, and we apply them before the bed leaves the factory. Tell us the distributor name and address for the label and it goes on the bed, not in the paperwork.
What did the laboratory actually test and measure?
The report records the measured numbers, not just a pass line. Guardrail height 260 mm from the mattress top; guardrail opening width 300–400 mm; ladder and frame gaps checked with 60 mm and 95 mm probes; entrapment checked with 230/60/95/12/30 mm probes; guardrail to bed end with a 230 mm probe; large-gap test at 360 mm with a 350 mm opening; static and impact loads on guardrails and treads; and coating chemistry to AS/NZS ISO 8124.3:2021 with soluble heavy metals all Not Detected and barium at 317 mg/kg against a 1000 mg/kg limit.
What model and dimensions does the certificate cover?
Model B2401, tested at L2012 × W995 × H1710 mm and 42.7 kg. It is a single-deck steel bunk bed that also assembles as a two-tier unit, with assembly instructions under code 24349 & 24350 covering four configurations — Mode 1-A, 1-B, 2-A and 2-B. If your drawing differs in size, tell us and we will confirm whether the change is covered or needs a new sample test.
Can I get the full report, and can I verify it myself?
Both. Send us your email and we will return the complete eleven-page PDF with the importer's details masked. To verify independently, give the report number 70.404.24.11578.01 to TUV SUD and ask them to confirm it against model B2401 — a genuine report verifies in minutes.
Does this certificate cover camp, hostel and dormitory use?
Yes. AS/NZS 4220:2010 covers bunk beds used in domestic situations, nurseries and institutions — the "institutions" scope is exactly where camps, hostels, student accommodation and staff housing sit. The frame is welded cold-rolled steel and independently load-tested to 200 kg per berth by SGS, which is the structural floor commercial operators ask for.
How do I use this certificate in an Australian tender?
Name the report number, attach the PDF, and state the tested model and dimensions so the assessor can match the certificate to your bed schedule. We also supply the SGS load-test certificate, material certificates and drawings for the submission. If the order also feeds a European site, ask for the EN 747 file at the same time and both reports go out in one pack.
